Who We Are

OSTA was established in 1977 and is a statewide, non-profit, volunteer-run grassroots organization that advocates for manufactured homeowners and marina tenants across Oregon. We work to protect your rights, strengthen your communities, and give tenants a united voice in Salem and beyond.

  1. 1995

    Proposed first rent control bill.

  2. 1997

    MH/Landlord-Tenant Coalition formed; Committee of Seven protections.

  3. 1999

    Prohibited eviction based on home age.

  4. 2001

    Tenancy terms, renewals, and five-year rental history for buyers.

  5. 2003

    Sale of home rights protection.

  6. 2005-07

    Manager training/registration, tax credits for displaced residents.

  7. 2009

    Temporary occupancy and political signs.

  8. 2013

    Hazard Trees statute.

  9. 2015

    Opportunity to Purchase bill.

  10. 2017

    60-day cure time for eviction.

  11. 2019

    Mandatory mediation, simplified submetering, marina protections.

  12. Landmark

    2025

    HB 3054 success — capped rent increases at 6%, prevented forced cosmetic upgrades.
