My landlord states that they aren’t responsible for the safety of their tenants unless it involves the land the house is physically on, is this true?

Under ORS 90.320, landlords in Oregon are required to maintain the premises in a habitable condition, which includes ensuring the health, safety, and peaceful enjoyment of the property for tenants. This responsibility extends beyond just the physical land the house is on. If your landlord is not fulfilling these obligations, you may consider invoking Mandatory Mediation under ORS 90.767 to address the issue.
