There are some new tools in the park’s organizing arsenal for residents. In addition to having PDFs available of ORS 90, the revised 2025 version, and the companion piece, which is a summary of the various sections, we also have a 2025 Guide to Organizing a Tenants Association.

Thanks to Mindy Bachmeier, our District Director for Linn, Benton and Marion/Polk County area, we now have a compilation book of all our most helpful resources, handouts, templates and forms. It is the 2025 OSTA Park and Marina Resident Handbook, just off the press. We have a PDF of the document, of course, and hard copies are also available. They’re designed to be printed once and photocopied as needed for the items in the book

  You will also find information about safe water standards, thoughts from Matthew Johnson, one of our board members, on the Mediation Process, and some guidelines.

Total of 94 pages. The table of contents includes:

  • The steps for building up your community
  • This includes tenants’ associations and the rights you have in a mobile home and floating community
  • Your right to organize and how it is protected
  • What to be aware of when canvassing is going door to door
  • Park rule changes  and how to vote out of a rule change and petition against inappropriate or poorly crafted rules
  • The Eviction process will be explained
  • How a bill becomes law and what you can do to be part of changing legislation in the years to come.

OSTA Meeting with Attorney General Rayfield -Enforcement

Attorney General Dan Rayfield and his staff agreed to a meeting with OSTA Board members on February 10th. The meeting was short but impactful. OSTA brought to their attention to consistent, widespread Unlawful Trade Practices Act violations by some of the bad actor corporate management companies in Oregon.
These include Unconscionable Tactics and Harassment, Deceptive Representations and “Bait and Switch,” Predatory Practices Related to Home Sales, Failure to Disclose and Health/Safety Hazards among others.
We went to the meeting with a request for the Department of Justice to provide guidance to OSTA, so we can begin collecting the evidence necessary to initiate a formal investigation.
Our members have spoken loud and clear that enforcement is needed. It is our hope, that by taking on the biggest violators, it will send a message to the rest of the landlords to stop these egregious violations against their tenants.
Attorney General Rayfield has given us a contact within the Department of Justice to begin work on potential survey questions to help us collect this evidence. We will keep you informed of the progress and when you can expect to see the first survey.
This, of course, is not a guarantee that the Department of Justice will be able to open an official investigation or start a case against violators. There are many factors at play and there are requirements which will need to be met before such a step can be considered. We appreciate the time and attention being given to this matter by Attorney General Rayfield and the staff at the Department of Justice.
