Park Flooding- Residents Argue Landlord Negligence

Major water infiltration takes place in a southern Oregon Park. Not due to flooding residents say, but possibly due to extreme negligence by park owners.

Water can be seen pouring down the hillside, seeping through the cracks in the retaining walls and flooding into residents porches and homes.

The residents say there was no local flood warnings issued, rather their park has neglected to install proper drainage and attend to grading that could have prevented the damages.

Stay tuned to find out if the park owners will remedy the situation, if insurance will pay out, or if a law suit will be the answer.

Our hearts go out to these residents as they are stuck in the mud and forced to clean up the park’s mess, for now.

At the Capitol HB3054 Amendments

Here is the breakdown of House Bill 3054-2, with amendments:

1) Annual Rent increases, for parks with 30 or more spaces, will be a 6% flat rate. This is not plus CPI. Many of the smaller parks are “mom and pop” parks that have kept rents reasonable. This was a fair way to help them stay in business. Every 5 years, 51% of tenants may vote “yes,” for a landlord to raise the increase to a total 12%, only for that year, in order to complete major improvements, and will return to 6% the following years, repeating the option again the 10th, 15th, 20th years and so on.

2) Rent reset controls were dropped from the bill as a concession in order to get it passed through the committee. Given the data from our survey, most parks only raise rents upon sale between 7 and 10% currently. But, hopefully we’ll be back next session to tackle this.

3) No interior inspections can be required as a condition of sale.

4) No Aesthetic improvements can be required as a condition of sale.
